Elegiac is simply very sad. This tone is expressed often in a book after a character dies or something important is lost. It more serious and intense then just sad, more approaching depression.
I remember seeing an elegiac tone in Titanic after Jack died. This could be seen in Rose's sad expressions and the movie's music. Everything was very dark and grim.
